New Delhi: In a major move aimed at curbing ticketless travel and improving discipline across the railway network, Indian Railways has increased the minimum penalty for passengers travelling without a valid ticket from ₹250 to ₹500. The revised penalties have been introduced under the Jan Vishwas (Amendment of Provisions) Act, 2026 and are now in effect.
The decision comes as railway authorities continue to battle large-scale unauthorized travel, revenue losses, and passenger inconvenience caused by ticketless commuters. Officials have urged passengers to travel only with valid tickets and ensure they board the correct train, coach, and travel class.
Ticketless Travel Fine Increased
Under the revised rules, anyone found travelling without a valid ticket will now face a minimum penalty of ₹500, in addition to paying the applicable fare for the journey. Earlier, the minimum excess charge was ₹250. The amendment applies to offences covered under Sections 137 and 138 of the Railways Act, 1989.
Other Railway Violations That Can Attract Penalties
The government has also proposed stricter action against several common railway offences, including:
- Using another person’s train ticket
- Unauthorized hawking in trains and railway premises
- Begging inside trains and stations
- Creating nuisance or disturbance during travel
- Abusive behaviour towards passengers or railway staff
- Public intoxication and disorderly conduct
- Occupying coaches reserved for women without authorization
- Trespassing on railway property
- Carrying dangerous or prohibited goods without permission
These measures are intended to improve passenger safety, security, and overall travel experience.
Jail Provision for Serious Offences
Passengers attempting to defraud the railway administration by travelling without a valid ticket, using forged tickets, or repeatedly violating railway rules may face prosecution under relevant provisions of the Railways Act. In certain cases involving fraudulent intent, punishment can include fines, imprisonment, or both, depending on the nature and severity of the offence.
Why Has Indian Railways Increased the Fine?
The penalty hike is part of a broader effort to strengthen compliance and reduce revenue leakage. Railway authorities believe higher fines will discourage ticketless travel and help maintain order on trains and at railway stations. According to official data, railway zones continue to recover significant amounts annually from ticketless passengers through special checking drives.
What Passengers Should Do
To avoid penalties and inconvenience, passengers are advised to:
- Purchase a valid ticket before boarding.
- Carry a valid photo ID when travelling on e-tickets.
- Travel only in the class mentioned on the ticket.
- Board the correct train and coach.
- Follow all railway safety and conduct regulations.
With the new rules now in place, Indian Railways has sent a clear message that violations of travel regulations will attract stricter penalties and enforcement.
