New Delhi: In a significant move to expedite action against examination-related fraud, the Delhi High Court has designated Judge Anu Grover Baliga to preside over a Special Fast-Track Court dedicated to hearing criminal cases arising from question paper leaks and the use of unfair means in public examinations.
The newly designated court will function from the Rouse Avenue Courts Complex and will exclusively hear cases registered under the Public Examinations (Prevention of Unfair Means) Act, 2024, along with connected criminal offences. The High Court’s notification came into immediate effect on July 23, 2026, with all pending cases under the Act ordered to be transferred to the new court for speedy disposal.
The decision follows Prime Minister Narendra Modi’s announcement that fast-track courts would be established across the country to ensure swift trials and stringent punishment for those involved in examination paper leaks. The Delhi High Court is among the first judicial institutions to operationalize the initiative, marking a key step in strengthening legal action against exam-related malpractices.
Judge Anu Grover Baliga has been transferred to serve as Special Judge (PC Act) (CBI)-25 at the Rouse Avenue Courts, where she will exclusively oversee cases related to paper leaks and examination cheating. The move is expected to accelerate prosecutions and reinforce public confidence in the integrity of competitive examinations such as NEET.
The establishment of the special court comes amid ongoing protests by students demanding strict action over alleged irregularities in the NEET examination process. Authorities expect similar fast-track courts to be set up in other states in consultation with their respective High Courts.
