Jantar Mantar Protest: Delhi Police Imposes Section 163, Seeks Extra Forces, Traffic Curbs Announced

New Delhi: Security arrangements have been tightened across central Delhi ahead of proposed protests at Jantar Mantar on Friday, October 2, with Delhi Police imposing prohibitory restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) and seeking additional security forces. Traffic restrictions and diversions have also been announced around Jantar Mantar and several adjoining roads.

The proposed demonstrations are linked to demands concerning the Election Commission and allegations surrounding the Special Intensive Revision (SIR) of electoral rolls. Organisers have also raised demands concerning Chief Election Commissioner Gyanesh Kumar. These allegations and demands are matters of political dispute; the Election Commission’s conduct is at the centre of the controversy.

Section 163 Restrictions in New Delhi

Delhi Police said Section 163 of the BNSS has been invoked across the New Delhi district to maintain public order, ensure public safety and facilitate smooth traffic movement.

The restrictions prohibit, without prior written permission, public meetings or assemblies of five or more people, processions, demonstrations, picketing and dharnas. The order also restricts unauthorised slogan shouting and speeches, as well as the carrying of firearms, banners, placards, lathis, sticks, swords, brickbats and similar articles.

Police have warned that violations can invite legal action under applicable provisions of law, including Section 223 of the BNSS/Bharatiya Nyaya Sanhita framework cited in police advisories.

Extra Forces Deployed

Authorities have stepped up security at Jantar Mantar and other sensitive locations in central Delhi. According to police officials cited by The Indian Express, around 5,000 personnel, including district and reserve police forces, Rapid Action Force and other paramilitary personnel, have been deployed in the New Delhi area.

Police have also erected multi-layer barricades along roads leading towards the protest venue, including Tolstoy Marg, Janpath Road and Sansad Marg. CCTV monitoring has been strengthened, while officials said drones could also be used if required to monitor crowds.

Police had reportedly denied permission for the proposed demonstration, citing security and public-order concerns. Organisers, however, have continued to announce plans for the gathering.

Traffic Curbs Around Jantar Mantar

Delhi Traffic Police has issued an advisory warning commuters about regulated movement and diversions in and around central Delhi.

The affected areas include:

  • Jantar Mantar Road
  • Tolstoy Marg
  • Parliament Street
  • Connaught Place
  • Patel Chowk
  • GPO
  • Ashoka Road and adjoining stretches

Traffic movement may be restricted or diverted depending on the situation. Commuters have been advised to avoid the affected routes wherever possible, follow diversion signs and allow additional travel time.

Jantar Mantar Road has also been barricaded and closed to vehicular traffic amid the protest call, according to reports.

Protest Over Election Roll Revision

The proposed gathering has been announced by student groups, activists and political figures amid an ongoing dispute over the Election Commission’s functioning and the SIR exercise.

The organisers have alleged irregularities in electoral rolls and have called for action against CEC Gyanesh Kumar. These are allegations made by the protesters and are not established findings of wrongdoing.

The police restrictions come as authorities anticipate a potentially large gathering. Police sources cited by The New Indian Express estimated that 3,000–4,000 people could attend, prompting the deployment of additional security personnel.

Commuters Asked to Plan Ahead

With security barricades, possible diversions and regulated traffic movement expected throughout the day, commuters travelling through central Delhi have been advised to plan their routes in advance.

Motorists heading towards Connaught Place, Patel Chowk, Parliament Street and surrounding areas should expect delays and follow instructions from traffic personnel deployed on the roads.

The situation around Jantar Mantar is expected to remain closely monitored as police balance security arrangements with the proposed demonstrations.
