A political controversy has erupted in Delhi over the procurement of bicycles for schoolgirls, with the Aam Aadmi Party (AAP) alleging that the Delhi government paid substantially more than the market price for the vehicles.
AAP Delhi president Saurabh Bharadwaj has accused Education Minister Ashish Sood’s department of causing an alleged ₹40 crore loss to the exchequer in a bicycle procurement worth around ₹90 crore. The BJP-led Delhi government has faced demands for an explanation over the procurement, while the allegations remain politically contested.
What Is the Bicycle Controversy?
According to AAP, the Delhi government purchased approximately 1.30 lakh bicycles for schoolgirls at a rate of ₹6,957 per bicycle.
Bharadwaj and other AAP leaders claim they purchased what they described as the same or equivalent bicycle from the open market for around ₹4,200.
The difference works out to nearly ₹2,757 per bicycle. AAP has used this price gap to allege that the government may have incurred an excess expenditure of roughly ₹36 crore, which the party has rounded to around ₹40 crore in its political allegations.
Saurabh Bharadwaj Leads Bicycle Protest
The allegations took a highly visual turn on August 10, when Bharadwaj and other AAP leaders rode bicycles to the Delhi Assembly.
The demonstration was aimed at demanding accountability from the BJP-led Delhi government and the resignation of Education Minister Ashish Sood.
AAP leaders displayed bicycles they said were comparable to those being distributed to schoolgirls and challenged the government to explain why the procurement price was significantly higher than the price they claimed to have paid at retail.
Allegations Over the Bicycle Model
AAP has also questioned the model and branding of the bicycles.
Bharadwaj claimed that the bicycles purchased by AAP leaders were Hero Bonfire models, while bicycles being distributed under the government programme were also Bonfire models but carried “Skyler” branding.
AAP further alleged that the Skyler model had already been discontinued, raising questions about how the model was described in the procurement process. The party has described this as evidence of irregularities, although these claims have not been established as wrongdoing by an independent investigation.
Questions Over the Tender Process
AAP leaders have also raised questions about the tender itself.
Burari MLA Sanjeev Jha alleged that Hero Cycles participated in the bidding process but that the contract ultimately went to a trader. He questioned why a trader could offer or supply bicycles at a price that AAP says was significantly higher than the retail price available in the market.
These claims form part of AAP’s broader allegation that the procurement process needs investigation.
How AAP Arrived at the ₹40 Crore Figure
The core of AAP’s argument is the difference between the government’s alleged procurement price and the price at which AAP leaders say they purchased comparable bicycles.

AAP leaders have also demanded action against those responsible and questioned the role of the Education Department in the procurement.
The opposition party has framed the controversy as another example of alleged financial irregularities under the BJP-led Delhi government.
Government Response and Need for Verification
The allegations have become part of a wider political confrontation between the AAP and BJP in Delhi. The Tribune reported that the government rejected the allegations, while AAP continued to demand answers and Sood’s resignation.
At this stage, it is important to distinguish political allegations from established findings. The ₹40 crore figure is an allegation made by AAP based primarily on the price comparison it presented.
